Town of Oakland Composite Facility Policy
The Town of Oakland is pleased to provide this non-essential service to its residents by allowing drop-off of some yard waste and providing materials created by the Town’s processing of the yard waste.
The Town Board has created Ordinance No. 2025-74 with the following policy to ensure that the proper procedures are followed, and the Town can continue to provide this popular service.
The Composite Facility is for Non-Commercial Oakland Town Residents Only
The use of the Compost Facility for drop-off or pickup of materials by businesses, contractors and individuals who are not Town of Oakland residents is strictly prohibited.
Location
The Compost Facility is located to the South of the Main Public Works building, across the parking lot from the Town Hall. The Town Hall address is N4450 County Road A.
Facility Entrance
Resident users of the Compost Facility must access the Compost Facility at the signed front entrance of the Compost Facility. Access to the Compost Facility at any location other than the signed front entrance, as well as access from the adjacent property is prohibited.
Acceptable Materials for Drop off
The following materials are acceptable for drop-off:
- Leaves
- Grass clipping
- Flowers and grass plants
- Fruits and vegetables
- Lake Weeds
- Woody Plants
- Twigs
- Tree Trunks/Branches less than 6-inch diameter
Unacceptable Materials for Drop-Off
The following materials are not acceptable for drop-off:
- Garbage
- Refuse
- Plastic bagged materials
- Ashes
- Demolition Material
- Construction Material
- Landscape Material
- Soil
- Rocks
- Gravel
- Concrete
- Metal
- Tree Trunks/Branches larger than 6-inch diameter
- Stumps
- Any other material indicated by signage at the Compost Facility
Materials Available for Pickup and Personal Use by Residents
- Chips/Mulch
- Compost
- Salt/Sand Mix – located near the salt shed during winter months
Materials NOT Available for Residents
Gravel, asphalt, and other materials stored on the North side of the Compost Facility are solely available for use by the Town’s Department of Public Works, and pickup or removal of these materials is strictly prohibited.
Hours of Operation
- Sunrise to Sunset, 7 Days/Week
Use of the Compost Facility outside these posted hours is prohibited.
Surveillance
The Compost Facility is under video surveillance for everyone's protection and security. The Town may review the surveillance videos to identify anyone violating the policies found in the Ordinance.
Enforcement and Penalties
The Town of Oakland Police Department is authorized to enforce the provisions of the Compost Facility Ordinance. Any violations are subject to fines as outlined in the Ordinance.

Curbside Brush Pickup (there is not a separate pickup of Christmas trees)
In addition to dropping off brush at the Composite Facility, the Town also provides Curbside brush pick-up for its residents. The Town will pick up brush throughout the Town twice a year:
- 3rdweek of April
- 3rdweek of October
The Public Works Staff will pick up the following materials placed by the Town Road. All other materials will not be picked up and will be left for the residents to properly dispose of.
- Tree Trunks/Branches less than 6-inch diameter and no longer than 12 feet.
