Town of Oakland is looking to fill a Public Works Employee position.

PURPOSE OF POSITION
Working under the supervision of the Roads Supervisor, the Public Works Employee performs a variety of work from manual labor to operation of light to moderate heavy equipment in maintenance and repair of Town facilities, such as streets, storm sewers, building and grounds maintenance. The work also includes construction, operation, repair maintenance, and replacement activities and involves the operation of a variety of different vehicles, machinery, and equipment. The person in this position must be willing to be on call after regular work hours, including evenings, weekends, and holidays.
This position reports to the Public Works Lead Person and Public Works Committee.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The Public Works Maintenance Employee will be responsible for the following essential functions:
- Complete projects and tasks as directed by the Public Works Lead Person related to the construction, preventative maintenance, and repair of Town-owned equipment and facilities.
- Conducts mowing operations of Town property, including Town road right-of -way. Performs maintenance of drainage ways, and storm water management areas.
- Assist in investigating, identifying and treatment of noxious weeds.
- Conducts maintenance of Town-owned buildings, grounds, and parking lots.
- Performs street maintenance such as installing road signs, patching/repair and painting of traffic markings.
- Conducts snow and ice control operations.
- Performs maintenance on Town-owned vehicles and equipment.
- Operate a variety of Town vehicles, machinery, and equipment, including chippers, tractors, loaders, mowers, trimmers, pumps, chain saws, and related small engine equipment.
- Receive and direct all inquiries and complaints regarding Town facilities, including buildings, roads, and other Town property to the Public Works Lead Person.
- Participate in on-call and respond to emergency situations as necessary.
- When a disaster or significant weather events occur, respond to emergencies, and perform emergency work operations such as snow and ice control, brush and tree removal, flooding, and drainage problems.
- Assist with monitoring and posting for dangerous condition on Town roads as soon as possible with appropriate signs until conditions are corrected.
- Maintains a clean and orderly Public Works facility.
- Performs other related duties as required.
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES
Any combination of education and experience that has provided the knowledge, skills and ability necessary for a Public Works Maintenance Employee. A typical way of obtaining the required qualifications is to possess the equivalent of an education plus three years of experience in public works or related service delivery operations. Must have a high school diploma or GED, with additional mechanical coursework preferred. Equipment operation and maintenance experience is essential. A reasonable comfort level with technology, including use of Microsoft Office, and software databases, is highly desirable. Must be organized, dependable and have the ability to work with limited supervision. Accuracy and attention to detail are essential to the position. Must have the ability to understand and follow oral and written directions and prepare basic correspondence and reports. Ability to effectively communicate with residents, vendors, and coworkers.
Knowledge of occupational hazards, safety equipment and the standard working practices associated with Public Works functions.
General knowledge of road construction, maintenance and repair materials, equipment, tools, supplies, basic knowledge of drainage methods (including storm sewers and culverts). Knowledge of hydraulics, electronics, pumps, plumbing, and general maintenance of equipment and vehicles.
ESSENTIAL DUTIES AND RESPONSIBILITES
- A valid Wisconsin Driver's License.
- A valid Wisconsin Commercial Driver's License (CDL) or the ability to obtain a CDL within six months of starting employment.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
- Must be physically able to operate equipment and machinery requiring complex and rapid adjustments.
- Ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, sounds, and odors associated with job-related objects, materials, and tasks.
- Ability to sustain prolonged visual concentration.
- Must be capable of lifting and/or moving up to 75 pounds.
- Ability to exert moderate, but not constant physical effort, typically involving some combination of climbing, balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling.
- Must possess the ability to sustain long workdays and irregular activity schedules.
- Ability to work under conditions which require exposure to environmental factors such as temperature extremes, odors, noise, machinery, traffic hazards and dust. This exposure may cause discomfort and present a risk of injury.
